香港工時過長問題普遍,據一項全球研究顯示,港人每年工作超過2600小時,冠絕全球,引起社會廣泛迴響。近年勞資雙方對制定標準工時、加班補貼措施等議題爭持不下,一直未能達成共識。

為進一步了解僱傭雙方對上述議題的立場和意見,求職招聘網站CTgoodjobs於上周四(8日)隆重舉辦第4屆人力資源會議《HR Congress 2015》。大會主題為「三贏人管方案:家庭友善措施──員工、家庭、公司齊得益」,會上率先公布最新「如何解決香港工時過長」調查結果,洞悉本港當前人力資源發展形勢,預視未來動向;並誠意請來各行各業具權威性的企業管理及人力資源界翹楚,分享人才管理策略及心得。會議分上下午兩場,全場爆滿,匯聚逾1000名專業人力資源管理從業員(HR)到場參與。

麥華章、石鏡泉揭序幕
大會先由香港經濟日報集團董事總經理兼執行董事、《香港經濟日報》及《晴報》社長麥華章致歡迎詞;其後由香港經濟日報集團執行董事、《香港經濟日報》副社長兼研究部主管石鏡泉(石Sir)致演講詞,為會議揭開序幕。石Sir透過分析全球經濟增長趨勢及經濟轉型情況,探討目前人力資源業界廣泛討論的一大議題︰實施家庭友善政策及彈性工作安排的可行性。

4成打工仔周做49小時 逾半僱主歸咎「公時私用」
會議其中一個焦點,由香港浸會大學工商管理學院人力資源策略及發展研究中心主任趙其琨教授主持,率先公布由浸會大學及CTgoodjobs聯手進行的「如何解決香港工時過長」調查結果。

結果顯示,逾9成僱主將官方工作時數訂立於40至48小時,但卻有近4成僱員表示他們每周實際工作超過49小時或以上,最嚴重的行業為飲食及酒店業,6成員工表示工時超過49小時,部分更多於每周53小時。至於超時工作原因,僱主及僱員對此各執一詞。逾8成僱主認為,員工須應付業務職責需求而超時工作,逾半認為員工公時私用。然而,只有3成員工認同有公時私用,8成認為是出於公司文化、人手短缺等人為因素。

浸大工商管理學院人力資源策略及發展研究中心主任趙其琨認為,標準工時難以一刀切實施,會為中小企帶來壓力和掣肘。他認為彈性工作安排是大勢所趨,有助招聘及挽留人才,長遠有效解決工時長帶來的弊端。
