Reporting to Head of Administration, the incumbent is responsible for organising and coordinating office operations and procedures in order to ensure organisational effectiveness and efficiency.  This includes providing leadership, maintaining and providing office management services, supervising office staff, maintaining office records, and organising and controlling all administrative functions of the Council.

Major responsibilities include:

  • Supervise and ensure effective operations of a wide range of administrative functions including but not limited to Central Registry, Travel Management and Shipping
  • Formulate, coordinate, streamline and implement office systems, master policies, procedures and regulations and to adjudicate the same, if necessary
  • Administer property and land related matters, such as purchase, sale and leasing of offices and other premises
  • Achieve financial objectives by projecting requirements, submitting information for budget preparation, scheduling expenditures, monitoring costs, analysing variances and controlling the departmental budget
  • Oversee requests for capital expenditure items
  • Liaise and co-ordinate with Branch Offices on administrative matters
  • Prepare and review contracts and tender documents
  • Handle the procurement of company secretarial and legal services and provide support related to legal documentations
  • Perform other related duties as and when required


  • University degree with a minimum of 8 years’ proven experience at managerial level
  • Knowledge in legal and company secretary, travel services management, insurance including dealing with claims preferred
  • Excellent planning, management and information classification skills
  • Able to respond appropriately to urgent issues as they arise, managing and leading change to ensure minimum disruption to core activities and plan for future development in line with strategic business objectives
  • Excellent communication and interpersonal skills with an ability to build rapport with team members and stakeholders
  • Strong leadership, well-organised, multi-tasking and able to meet tight deadlines
  • Good command of spoken and written English and Chinese

Remuneration and Benefits:

The successful candidate will be appointed on a two-year renewable contract basis. Salary will be commensurate with qualifications and experience. A competitive remuneration and benefits package, including contract-end gratuity, annual leave, medical and dental benefits, will be offered.
