Asset Management, Senior Data Project Manager (China), Vice President

JPMorgan Chase Bank, N.A.

Expanding our China business is a global strategic priority for J.P. Morgan Asset Management. Our mutual fund joint venture, China International Fund Management (CIFM), is the cornerstone of our onshore China business operations. Having reached a commercial agreement with our JV partners in April 2020 to acquire 100% ownership of CIFM, we are pending regulatory approval from CSRC to complete the transaction. JPMAM has established the AM China JV Integration Program to support this acquisition and the accompanying business integration, and to act as a central point of coordination and contact throughout the process.

AM China JV Integration Program

The Program has a number of project streams covering all areas of the business and supporting functions. Each stream has a lead. China data regulations, although evolving, is currently very restrictive in terms of sharing data with the shareholder of a wholly foreign owned entity, especially if that data is going off shore. A key requirement for the integration is therefore a data stream lead to facilitate the design and implementation of a data operating model that satisfies regulatory (both China and non-China) and business needs.

Role Description

We are seeking an experienced project manager with a strong background in managing technology & operations data initiatives and a good understanding of China data regulation or regulatory policy, to serve as the JPMAM China JV Data Project Manager.

The position requires frequent communication and dialogue with senior business leaders, preparation of written and oral communications on regulatory policy priorities, and strong coordination with all aspects of the Asset Management business, as well as internal and external stakeholders.

The successful candidate will have the following responsibilities:

  • Principal point of contact and partner for the business, technology, operations, and controls functions in relation to China JV Integration data analysis and operating model

Data Analysis and Model

  • Documenting and maintaining under change control all data requirements
  • Partnering with various functions and stakeholders to help determine criticality of requirements
  • Mapping source and extraction methodology of data
  • Working with Technology and business partners to develop data transmission, receipt, storage and control processes for offshoring of data

Documentation and review of the data operating model

Our current view of the data operating model, and that of other global foreign asset managers in China, is that China regulators would prefer data capabilities and storage to be developed and retained onshore. Our approach is therefore to assume limited data transfer offshore with an expectation that China data regulation restrictions will ease over time. The requirement will be to:

  • Work with all relevant functions to develop and document a data operating model that meets current regulatory requirements
  • Work with stakeholders to document and gain agreement to a high level overview of the data model that could be made available to the regulator for review
  • Work with the Advocacy group to determine how and when the data model should be reviewed with the regulator

Experience and Skillset

  • At least five years of experience working in financial services industry
  • Good knowledge of asset management business, operations, and data models
  • At least three years of experience with developing and implementing data operating models
  • Proven project management skills in covering large, complex initiatives
  • Has experience working on regulatory programs or working with regulators
  • Strong verbal and written skills
  • Excellent interpersonal and influencing skills
  • Has worked on programs handling confidential data, privacy requirements and cross border data transfer policies (preferred although not essential)

  • English
  • Mandarin highly preferred
