To support CLP Group Procurement Strategy, a new position is established to lead China Business Unit’s procurement function and deliver value to the China Business Unit through effective procurement management across all direct and indirect categories of spend.

The Position Profile

  • Participate in the China Business Unit's Procurement function to become a recognized strategic, trusted and value-adding partner to the Business across the end-to-end procurement lifecycle
  • Participate in the implementation and adoption of GPS and leading practices within China Business Unit.  Ensure the function consistently delivers "procurement practice excellence", tangible benefits and enhanced quality of service across Business Groups and stakeholders whilst ensuring high ethical standards and compliance with all policies and procedures
  • Oversee the delivery of the China Procurement Strategy to fully leverage China Business Unit and CLP Group's combined buying power, whilst meeting business requirements in terms of quality of products and services, assurance of supply, safety, health and the environment, operational compliance, risk management and competitive total cost of ownership
  • Provide functional oversight across all key processes of the procurement lifecycle, which includes: category management, demand management, sourcing and supplier evaluation, commercial and contract negotiations, risk management, and supplier performance and relationship management (SRM)
  • Proactively advise and support the China Business Unit Senior Management team and relevant governance bodies on procurement related matters, lead China Business Unit stakeholder engagement with critical suppliers and leverage support from CLP Group Procurement as required
  • Oversee the procurement function's delivery performance and implement corrective actions as necessary, provide periodical functional reporting to Senior Executives on key indicators and metrics in accordance with China Business Unit and CLP Group reporting requirements
  • Foster continuous improvement across the function in CLP Group


  • A recognized university degree or above in Business, Procurement and Supply Chain, or other relevant discipline with Post-Graduate qualification preferred
  • Professional Procurement qualifications (CIPS, ISM, APICS, etc.) strongly preferred
  • A minimum of 8 years of robust experience and senior management roles in Procurement in Hong Kong and the Chinese mainland
  • Prior exposure to Utilities, Energy or other CAPEX-intensive industries a distinct advantage
  • Strong communication and influencing skills with Procurement, Business and Supplier stakeholders at various organizational levels
  • Understand CLP Group’s culture and corporate values requirements
  • Computer skills in MS word, excel, powerpoint, etc.
