Key Responsibilities

The candidate will be in charge of supporting the Chief Operating Officer (“COO") of BP2S HK. Responsibilities will include third-party outsourcing / insourcing governance & compliance, monitoring of procurement activities, co-ordination & tracking of recharges & other expenses and general corporate governance & administration activities. The candidate will also provide business support in respect of transversal projects.
Outsourcing / Insourcing Governance & Compliance:
  • Local correspondent in relation to BP2S HK outsourcing / insourcing compliance
  • Responsible for organizing the governance around outsourcing, including but not limited to designing and implementing procedures and policies, organizing outsourcing committee meetings, and coordinating annual outsourcing reviews
  • Ensuring that BP2S HK has clear records of all outsourced / insourced activities
  • Ensuring outsourced process owners follow the outsourcing procedures diligently, respecting the ongoing monitoring requirements
  • Coordinating and following up on the validation of outsourcing arrangements and SLA reviews with different stakeholders (e.g. Compliance, Legal, Finance, Tax, Risk ORC, OPC, IT Management etc…)
  • Performing control tests and maintain records of risk assessment profile for each outsourcing arrangement
Service Level Agreements (“SLA"):
  • Keeping records of all SLAs between BP2S HK and third parties (excluding Clients)
  • Ensuring that BP2S HK has a clear record of all SLAs, that SLAs are reviewed on a regular basis, are kept up to date & comply with group requirements
Monitoring of Procurement Activities:
  • Responsible for the overall coordination of the hiring of consultants, auditors & other vendors within BP2S HK (coordination / IT approval requests, cost center booking, contract updates...)
  • Supporting the procurement team in implementing new processes and procedures within BP2S HK to comply with group requirements
  • Assisting business managers throughout the lifecycle of vendor engagement (RFP, contracting, consultants’ onboarding etc.) to ensure they follow the procurement policy diligently
  • Ensuring all required documents for each procurement are received and properly recorded
  • Ensuring that BP2S HK has a clear mapping of all vendor contracts and that such contracts and supporting documents are properly stored
  • Liaising with various stakeholders to facilitate physical access and IT equipment for consultants & other vendors as appropriate during the onboarding phrase
Recharge Monitoring & Co-ordination of Invoice Payments
  • Providing administrative support relating to invoice payments & inter-company recharges
  • Ensuring such payments are approved by the appropriate business partners
  • Monitoring year to date expenses & intercompany recharges against budgets & other agreed amounts
Personal Data Protection
  • Acting as the local single point of contact (“SPOC") for personal data protection matters, including GDPR
General Corporate Governance & Administration:
  • Local correspondent for the group directory (RefOG). Conduct regular reviews to ensure accuracy of data in RefOG
  • Maintaining and updating records on BP2S HK’s delegation of powers and authorized signatories
  • Maintaining up-to-date SharePoint sites to ensure information and supporting documents for the responsible matters are accessible and retrievable by business managers
  • Coordination of annual drills and regular independent assessments on Deposit Protection Board (“DPB) requirements
  • Involvement in review and implementation of various transversal procedures (e.g. incident management procedure, record management procedure etc…) for BP2S HK
  • Assisting with coordination of Provisions Committee meetings
Other projects and support to the COO:
  • Providing business support in coordination, planning and control of transversal projects as required, including (but not limited to):
  • Supporting the COO with performance management related topics for BP2S HK.
  • Implementation and monitoring of governance under the COO’s mandate
  • Within the framework of the Emerald program, providing support for the streams under the COO’s scope of responsibilities
Specific Qualifications and Attributes Required
  • At least 7 years of professional experience preferably in Securities Services
  • Strong analytical skills in the context of Operations is important
  • Strong project management, problem solving and organizational skills
  • Strong sense of ownership and ability to work independently
