Responsibilities:
Cleaning

  • Periodic audit system of cleaning performance
  • Meet with vendors on a regular basis to review past cleaning performance
  • Establish and create cleaning systems and processes that is unique to Stamford’s requirement
  • Preventative and routine cleaning schedule during off-peak and peak periods
  • Effective management of 3rd party vendors supplied workers and in-house cleaning supervisor

Pest Control

  • Review and control of all chemical and substances used by pest control vendors
  • Effective vendor management and resolving of issues and requests raised by school community


Maintenance

  • Preventative and routine maintenance schedule during off-peak and peak periods
  • Works done should include Electrical, ACMV, Sanitary & Plumbing
  • Ad-hoc alteration and amendments works – to manage, review cost and delivery of final execution
  • Establish and execute effective and compliant contractors management procedure
  • Ensure all maintenance works taken place in school are in compliance with WSH and/or Cognita Health & Safety procedures
  • Utilities consumption management, including energy saving strategy and measures
  • Effective management of 3rd party vendors supplied workers and in-house engineer
  • Monthly Cognita Facilities Reporting
  • Weekly Cognita Checklists uploading and reporting

Security

  • Periodic audit system for security operations that may include checklists, processes, training, etc.
  • Meet with vendors on a regular basis to review past security performance
  • Coordinate effective collaboration between fire safety and campus security
  • Review and update security procedure and processes on a regular basis; emergency response plan, access control management, first-aid, training procedures, etc.
  • Effective management of 3rd party vendors supplied workers and in-house facilities manager

Transportation

  • Periodic audit system for transport operations that may include on-time arrival records, safety inspections, scheduled training, student record lists, etc.
  • Strategic planning as well as preventive actions for overall service delivery from transport vendor to school community
  • Troubleshoot and root-cause analysis for reported incidents
  • Effective management of 3rd party vendors supplied workers and in-house transport manager

Cafeteria

  • Monthly sales and meal up take report generation and analysis
  • Periodic overall review of day-to-day cafeteria operations
  • Review of all F&B safety checklists with cafeteria vendor in accordance to HACCP standards on a regular basis
  • Coordination of quarterly meeting with Parent Association group and cafeteria operations team to see feedback and reviews


Events, Functions & Handymen Services

  • Effective management of day-to-day school operations which may include events, functions, CCAs logistic, lost & found, furniture inventory management, etc.
  • Effective management of 3rd party vendors supplied workers and in-house events supervisor

Landscape maintenance

  • Periodic audit system of landscape vendor’s performance
  • Effective management of 3rd party vendors supplied gardeners


General Administration

  • Weekly meeting with Facilities and Operations Team to review work status and update of on-going events and incidents
  • Human capital development, including PD proposal for individual team members and providing constant guidance to the team for personal and professional growth
  • Contracts and vendors management – regular review of various 3rd party contracts which may include periodic contract cost comparison and request for proposals
  • Implementation of industry’s best practices for various sub-departments, including a monitoring and reporting function to evaluate performance


Health & Safety and Cognita Compliance

  • Quarterly update reporting of Cognita Health & Safety Compliance Report
  • Fortnightly Health & Safety Meeting
  • Weekly Health & Safety inspection of school campus for potential high risk areas and areas of concern
  • Audit and review all sub-department H&S reports which may include mosquito breeding, Cognita checklists, etc

Budget and Finance

  • Monthly OPEX review with Finance department
  • Managing allocated Facilities budget on day-to-day basis
  • Annual CAPEX and OPEX budgeting and forecasting
  • Review and approve invoices and cost pertaining to relevant departments
  • Monthly Utilities consumption reporting


Requirements:

  • Excellent communication and interpersonal skills – oral and written (English)
  • Self-motivated and pro-active in terms of problem solving and customer service delivery
  • A minimum of 8 years’ experience in Facilities, Property or Service Industry Management
  • Previous experience of managing facilities of school, hospital or hotel setting will be an advantage
  • Candidate has to be service oriented, innovative, highly adaptable and creative with troubleshooting
  • Able to lead a large team and work independently without much supervision


Qualifications:

  • Degree in or equivalent (Facilities, Estate or Hospitality Management)
