J.P. Morgan’s Global Market Infrastructures (GMI) is a global function within the Chief Administration Office (CIB), responsible for managing the Firm’s network of critical third party providers to meet the Firm’s requirements for cash and securities services for its proprietary and client activities. These critical providers include Financial Market Infrastructures (Payment Systems, Central Counterparties, Securities Depositories and Cheque Clearing Systems) and Agent Banks (cash correspondent banks, partner banks and securities sub-custodians and clearing banks).

GMI leverage the standards of the Firm’s Third Party Oversight (TPO) program to select, maintain and exit Financial Market Infrastructures (FMIs) and Agent Banks in scope, thereby meeting the Firm’s regulatory requirement to manage critical third parties as well as the Firm’s standards and client expectations. In doing so, we support and work closely with all the Lines of Business (LOBs) across the Firm.

Within GMI, the Market and Infrastructures Management (MIM) team is responsible for the procurement, management and oversight of the various aspects of the Firm’s membership and relationship with FMIs and Agent Banks, meet the TPO requirements, assess the underlying risks, ensure we meet all regulatory requirements, and manage our spend. The MIM team is also responsible to understand the markets covered, track and evaluate market developments, lead and participate in market or industry discussions to represent the interests of the various LOBs and their clients. Where J.P Morgan is represented on the board of FMIs or FMI committees, the team acts as coordinator across the businesses, to brief the relevant internal parties involved and foster strategic discussions to represent the interests of the Firm and its clients.

The MIM team works closely with the GMI Network Service Delivery (NSD) team in the areas of performance management, regulatory reporting and audit, and with the GMI Network Client Consulting (NCC) team for communicating the market information to the LOBs and their clients.

Roles and Responsibilities:

Market and Relationship Management
  • Maintain effective relationships with large strategic securities Financial Market Infrastructures (i.e. Central Counterparties (CCPs) and Central Securities Depositories (CSDs)) for cross LOBs (X-LOBs).
  • Support APAC Head of Securities FMI Coverage to coordinate and facilitate regular CCP-focused Information Sharing and Knowledge Management meetings for individual LOBs (including Business Managers, BCO and Ops) and X-LOBs (including Business Managers and Risk partners) meetings in APAC region to discuss market/product developments, change management, risk concerns, etc specific to CCPs.
  • Contribute to the engagement/disengagement process of CCPs.
  • Conduct due diligence and assess suitability of a new CCP engagement, in collaboration with Risk and other functional partners.
  • Develop CCP profiles.
  • Conduct fee and interest review, and trend and variance analysis on CCPs.
Inventory and Data Management
  • Responsible for the proper maintenance of accurate, complete and updated inventory information relating to CCPs, including memberships, legal docs, fee schedules etc.
  • Coordinate periodic validation and attestation of inventory records, including developing operating guidelines for validation and attestation process, in collaboration with LOBs, Risk and MIO.
  • Participate in the Global CCP Data Program to develop a new firm-wide CCP inventory and data system.
Regulatory Preparation and Responses
  • Coordinate alternative strategies, TLES and other ad hoc regulatory requirements for X-LOBs in relation to CCPs/CSDs.
  • Coordinate the preparation of CCP member default playbook, if required.
Controls, Risk Management and TPO
  • Conduct annual due diligence/TPO of the CCPs/CSDs which are under the purview of APAC Securities FMI Coverage team.
  • Coordinate the completion of Final Assessment Reports.
  • Collaborate with Risk partners to address due diligence concerns and risk issues with CCPs/CSDs.
  • Conduct dialogues with CCPs/CSDs on service performance management in collaboration with GMI Agent Performance Team.
  • Interact with CCPs/CSDs to publish or improve their PFMI disclosure reports to meet our due diligence requirements.
  • Compare and benchmark CCPs’ PFMI disclosure reports and responses to due diligence and IT Risk Assessment questionnaires.
Market Information Management and Market Advocacy
  • Partner with GMI Information Management team to develop a robust and automated process to capture CCP change/event management and market intelligence information for dissemination to relevant recipients including LOBs and Risk.
  • Work with Risk partners to ensure market advocacy efforts and outcomes relating to CCPs are shared promptly X-LOBs to ensure awareness.
Qualifications/Competencies:
  • Proven experience in the securities and derivatives clearing industry
  • Previous experience working in a Financial Market Infrastructure such as a CCP or CSD, or a trading venue/exchange or in the derivatives operations area will be an advantage.
  • Sound knowledge of securities and derivatives products
  • Strong risk management, compliance and controls skills
  • Excellent relationship management, influencing and negotiation skills
  • Strong communication, analytical and project management skills
  • A self-motivator who works well with an integrated global team
  • Fluency in Mandarin (written and spoken).
  • Business travel required from time to time
