Department Summary

The SCBM (Senior Country Business Manager) is responsible for maintaining an appropriate infrastructure model to support the location's business and regulatory requirements, acting as the interface and facilitator for all governance and control related matters. The SCBM works closely with the Senior Country Officer (SCO), particularly in representing the firm to regulators, internal and external auditors, managing the service levels, quality and costs of business infrastructure and partnering with LOBs and Location Control Manager (LCM) to establish and maintain a control environment of appropriate standards..

Key Accountabilities/ Major Responsibilities:

Project Analysis and Execution

  • Assist the SCBM on location and regional wide projects and initiatives aimed at improving the overall standards of governance and controls and employee engagement
  • Management of the HK SCO and Business Resource Groups' budgets including annual budget planning, oversight of expenses, and monthly reporting
  • Actively identify opportunities to make the stakeholders (internal and external) experience simpler, faster and more efficient through process improvement, system enhancement etc.

New Business and Outsourcing Initiative Approval (NBOIA)

  • Facilitate awareness and appreciation of the New Business Initiative Approval (NBIA) and Change Management process
  • Proactively link in with LOBs and the CIB NBIA Central Team to ensure all NBIs are approved appropriately by all committees (local vs. global)
  • Ensure NBIA and Change Management process meets expectations of regulators. Maintain records to substantiate review and approval
  • Work in close partnership with all relevant functions, such as GSS and Compliance, to ensure the outsourcing policies and procedures are well understood and relevant to the local business to achieve compliance with local regulatory requirements and internal policies
  • Maintain records to substantiate review and approval and ongoing performance monitoring to ensure outsourcing process meets expectations of regulators
  • Work with LOBs to facilitate location wide recertification of outsourcing and offshoring activities
  • Drive location governance forums and manage reporting on NBIA/ Outsourcing activities

Control and Regulatory Management

  • Assist the SCBM / LCM to maintain an appropriate control environment for the location
  • Prepare relevant materials required for various Location Operating Committees and Boards
  • Work in close partnership with control functions and LOBs to raise controls awareness, track follow up actions / issue resolution to address control gaps and emphasize the importance of escalation
  • Assist the SCBM/ LCM to drive regulatory change initiatives to ensure businesses comply with new or revised guidelines/notices
  • Assist the SCBM/ LCM on handling regulatory matters which include regulatory responses on any location matters, regulatory inspections, supervisory visits

Knowledge and Experience Required:

  • Minimum 3 years of knowledge and experience in financial services required
  • Experience in control and risk management, finance, audit, compliance and project management preferred but not essential

Formal Qualifications:

  • A bachelor's degree in Finance, Accounting or a related discipline is preferred
