Reporting to the Chief Executive Officer, the appointee will be in charge of the Operations Division, responsible for the strategic operational planning of the Division, the development and supervision of its staff, and the management of resources allocated to the Division, which is tasked with overseeing several functional areas of the Authority, including complaint handling and investigation, law and regulation enforcement, and supervision of anti-money laundering and counter-terrorist financing (“AML/CTF") compliance of estate agents; to enhance professionalism of the estate agency trade and promoting open, fair and honest property transactions.

Key Responsibilities

  • Supervise and manage the Operations Division (comprising Complaints and Enforcement Sections)
  • Review and formulate effective complaint handling and enforcement strategies, policies, compliance standards and investigation approaches on a regular basis, in line with the developments of the law and the estate agency trade
  • Monitor closely the complaint and non-compliance trend and identify/suggest solutions to combat potential and prevailing problematic issues
  • Formulate strategies and approaches to effectively monitor and supervise the estate agency trade’s compliance of its AML/CTF obligations
  • Collaborate with other law enforcement agencies, regulators and stakeholders for effective regulation
  • Perform a full range of managerial duties including contributing to the development of the Authority’s strategic planning; coaching and supervising staff, developing skills and expertise in the Operations Division, as well as effectively managing resources allocated to the Division
  • Perform such other tasks as the CEO may assign from time to time for achieving the vision and mission of the Authority

Requirements

  • A recognized university degree, preferably with legal or disciplinary background with not less than 10 years of management experience in a senior position
  • Solid operating and execution skills in a multiple-stakeholder environment
  • Solid skills in developing operational strategies and actions to take
  • Extensive experience in complaint handling and enforcement operations from a regulatory perspective
  • Knowledge and experience in AML/CTF
  • Excellent leadership; sound problem solving, people management and interpersonal skills
  • Ability to closely supervise work quality and build a competent work force
  • Deep understanding of the real estate market operations
  • Good command of English and Chinese

Terms of Appointment

Competitive remuneration package commensurate with the selected candidate’s qualifications and experience will be offered. The appointee will initially be offered a 3-year contract, subject to renewal upon satisfactory performance and the service needs of the Authority.
