DWS Risk is a significant key control function operating independently within the DWS Group. DWS Risk is a trusted advisor that steers appropriate risk taking, bringing value to the business, our clients and shareholders. Comprising ~85 FTEs spread globally and with specializations across the various risk stripes with a primary focus on investment risk (being core to the DWS product offering).

Your key responsibilities:

1. The Regional Chief Risk Officer (RCRO) is primarily responsible for:
a) The measurement, aggregation and monitoring of risks undertaken by DWS Investments entities in APAC, specifically covering:

  • Hong Kong
  • Singapore
  • Australia
  • Taiwan
  • Japan
  • Korea
  • China

b) The implementation of and ongoing compliance with the policies and procedures and the development and implementation of processes and systems;

c) the management of risks and risk controls within the parameters of the risk-control framework, and the monitoring and testing of such risk controls; and

d) for reporting risks and risk-management deficiencies, and resolving such risk management deficiencies in a timely manner for DWS in APAC.

2. Oversight

  • In conjunction with the Global Risk Management Framework, implements and assesses the framework for DWS in APAC;
  • Determines together with relevant business and infrastructure heads the organisational infrastructure for risk assessment and management;
  • Oversees the resolution of risk management internal/external/regulatory findings within DWS in APAC;
  • Oversight of the risk management program for DWS in APAC including Functional Risk Officers (Financial and Non-Financial Risk Type owners and Controllers), who are obliged to bring any reports and issues concerning adherence to the DWS local, regional and/or Group risk management policies;
  • Serves as escalation point for risk management personnel for risk issues requiring resolution on the DWS Group Risk Committee or the Group AM CRO;
  • Establishes and enables appropriate engagement between DWS and DB AG Risk functions at Group and Regional levels;
  • Oversees the implementation and on-going maintenance of the Service Level agreement between Group Risk and DWS Risk;
  • Serves as the DWS escalation point for issues with services received or required from Group Risk;
  • Establishes core governing bodies such as (but not limited to) in the region: DWS APAC Risk, Capital & Control Forum;
  • Manages risks and risk controls for the DWS, including overseeing their monitoring and testing;
  • Accountable for delivery of remediation actions owned by DWS Risk;
  • Ensures the required expertise of Risk Management staff and the adequate independence of the function in DWS in APAC;
  • Monitors dispute resolution and 'live' disciplinary processes in cooperation with HR in the region;
  • Ensures the proper organisation of the function in the APAC region and ensures adherence to core organisational requirements as laid out in DB's Governance Fundamentals.

3. Responsibilities

  • Provides oversight of the risk management program for DWS IN APAC including leadership of all DWS APAC risk personnel and definition of risk strategies and objectives in the region;
  • Implements and ensures compliance with the risk management policies and procedures for the DWS in APAC;
  • Reports risks and risk-management deficiencies of DWS in APAC, and resolve such deficiencies in a timely manner;
  • Regularly informs the Global Chief Risk Officer and Senior Management including the DWS in APAC Board regarding the nature of and changes to material risks undertaken by DWS in APAC, including risk-management deficiencies and emerging risks for the entity;
  • Rejects (with the right and obligation to veto) or escalates to the DWS Global Chief Risk Officer, Global Chief Control Officer, Group AM CRO or DWS Regional Management any matters that may run counter to standards of DBAG or DWS or result in unnecessary risk;
  • Commissions MIS reporting/analysis in order to execute on DWS authorities and responsibilities, review risks and performance and initiate appropriate responses to identified issues
  • Interacts with regional regulators, and where appropriate, in conjunction with DB Group regional representatives to facilitate the regulatory review process to ensure DWS risk management framework is compliant with regional regulations;
  • Reviews strategies, policies and procedures established by DWS senior management for managing liquidity and financial risk;
  • Reviews and approves new products and business lines and evaluate the impact on risk profile;
  • Promotes the Bank's Corporate Governance requirements/standards and objectives.

4. Cross Divisional Responsibilities

  • Supports strategic and capital planning for DWS in APAC;
  • Supports DWS and DB Group leaders with defining key risk objectives and appetites for their respective areas;
  • Supports the adoption of Risk Culture in DWS in APAC;
  • Supports DWS business unit leaders with evaluating key risk considerations related to potential business decisions;
  • Supports and collaborates with Compliance and Legal leadership to manage regulatory risk issues and responses;
  • Provides advice and support to DWS's senior management, business divisions and other infrastructure functions with respect to area of expertise.

Your skills and experience:

  • Be degree qualified with a sound appreciation of key risk management principles;
  • Have an in depth knowledge of risk frameworks including their application;
  • Have a strong desire to innovate and enhance the functional activities for the betterment of DWS Group;
  • Have a focus on emerging risks; and be able to demonstrate a capacity to work in partnership across and with all areas of DWS.
