Facilities Manager

VOCATIONAL TRAINING COUNCIL

Major Duties : 
(a) To formulate strategies on building repairs, maintenance and management of VTC’s premises; 
(b) To develop, design and implement management system, including review of maintenance / replacement plans and schedules, inspection schedules, and improvement measures for energy efficiency, health and environmental friendliness; 
(c) To oversee the implementation of repairs and maintenance works, and manage their costs and quality, including preparation of the annual budget; 
(d) To deliver and oversee the administration / management of term contracts to ensure cost-effectiveness; 
(e) To act as a specialist on design, installation, operation and maintenance of building services systems; 
(f) To liaise with Project Managers to incorporate maintenance standards and requirements into AA&I works; and 
(g) To ensure compliance with legislations affecting facilities management and liaise with government departments on the implementation. 

Requirements : 
(a) A recognized degree in relevant fields such as electrical engineering, building services engineering or equivalent; 
(b) Corporate membership of a professional institute in Hong Kong such as Hong Kong Institute of Engineers (Electrical Discipline) or equivalent, and preferably be a Registered Professional Engineer; 
(c) At least 7 years’ relevant experience at supervisory level in building services maintenance and facilities management including building and building services repairs and maintenance in sizeable organization; 
(d) Knowledge of building services and facilities management, and experience in managing both builder’s and building services works; 
(e) Experience in the administration of term contracts and building management contracts; 
(f) Strong capability in problem solving, leading teams, time management and change management; and 
(g) Excellent interpersonal and communication skills. 

Notes :
(1) The post is in the rank of “Manager". 
(2) The appointee may be required to perform duties outside normal office hours and in designated places as assigned.
