Reporting to the Head of FCC, the role will be responsible for overseeing the policy setting and advisory in relation to AML/CFT and Sanctions to help ensure the compliance to relevant regulatory requirements, whilst also conducting compliance risk assessments across the FCC spectrum.

Manage a team to oversee the following AML/CFT, Sanctions activities and risk assessment procedure within the Bank:

  • Identify, assess, oversee and communicate the requirements relating to AML/CFT and Sanctions regulatory guidance and law enforcement trends regarding the Bank's business activities, including advising any staff enquires on any internal rules, procedures and compliance issues.
  • Provide advice to the relevant Business Units and Support Units on all AML/CFT and Sanctions related issues to ensure the Bank's adherence to the respective regulatory requirements.
  • Assist in developing an adequate and consistent bank-wide AML/CFT and Sanctions compliance framework and monitoring program on the Bank's various activities to ensure compliance with all laws, rules, regulations and standards of good practice applicable to the Bank.
  • Work closely with the Head of FCC and other teams within the FCC to review the relevant AML/CFT and Sanctions policies, guidelines and controls to facilitate all assigned Business Units and support units in the Bank to manage anticipated future AML/CFT and Sanctions risks which would include but is not limited to:
    • delivering the AML/CFT and Sanctions strategy in line with the Bank's risk appetite and profile;
    • ensuring timely implementation of regulatory changes into AML/CFT and Sanctions framework;
    • monitoring remediation activities; and
    • introducing new and enhanced controls across the Business Units through effective communication.
  • Conduct regulatory analysis, risk assessments, testing and issues management (i.e. reporting, tracking and follow-up).
  • Assess FCC related risk for the products/ services offered by the Bank.
  • Conduct FCC related risk assessments for the Bank, ensuring that they are comprehensive and the risk ratings are appropriate and fully supported; override the risk assessment results if inaccurate or not adequately supported.
  • Advise the determination of whether the compliance risk exposures are within the Bank's strategic risk appetite.
  • Carry-out any ad-hoc compliance projects or assignments as directed by the Head of FCC and provide compliance support.
  • Assist the Head of FCC to prepare and present management information on AML/CFT to the senior management at the relevant committees and/or Board meeting.


  • Minimum of 10 years of professional working experience in financial services with at least 7 year's experience in AML/CFT and Sanctions, and with solid experience in conducting FCC related risk assessments.
  • Experience advising or working in an in-house compliance function with a focus on delivering a robust AML/CFT, Sanctions and financial crime risk management program.
  • Exceptional knowledge in AML/CFT and Sanctions in financial services and the relevant regulatory requirements in Hong Kong and China.
  • Experience developing and implementing a consistent AML/CFT framework across multiple business lines and subsidiaries.
  • Experience working in a large commercial bank would be an advantage, but not essential. Proven track record of excellent communication and business partnership skills with senior and executive management.
  • Experience working with regulatory authorities would be an advantage but not essential.
  • Qualifications in law, accounting, commerce/business or related disciplines; recognised professional qualifications incl. CAMS/CAMLP or equivalent qualifications preferred.
  • Fluent written and spoken Cantonese, Mandarin and English language skills preferred.
