We Offer
Our Financial Crime Compliance (“FCC") function is responsible for advising the business on the appropriate standards for compliance with the applicable AML/CFT laws, rules and regulations, advising on higher ML clients and transactions, providing training and monitoring of client activities as well as performing the necessary controls testing etc.
In this role you will focus on the Private Banking business for Hong Kong. You would be part of a wider team that will need to ensure the applicable internal standards and local Singapore AML/CFT laws and regulatory requirements are duly and effectively implemented in the business. You will be required to work closely with Hong Kong Head of Investigations and Surveillance to identify AML/CFT risks and cultivating a culture of compliance within the bank.

Monitoring, Investigations and Suspicious Activity Reporting:
You will undertake investigations into any potential suspicious transactions reported by staff or from the AML monitoring solution (Mantas), production orders, regulatory requests and any other external triggers, etc. Where a suspicion is formed, draft the appropriate Suspicion Transaction Report; and ensure requisite filing promptly

Transaction Monitoring:
  • You will review MANTAS Alerts generated to ensure independent transaction monitoring;
  • Conduct threshold reviews on MANTAS;
  • Review Background Reports for timely documentation and reporting by RMs;
  • You will liaise with Operations staff and/ or RMs/ARMs to ensure completeness in conducting the monitoring of transactions to mitigate the FCC risks of the branch;
Payment Screening:
  • Reviewing Alerts from the sanctions payment filter (Fircosoft);
  • Ensuring sanction risks including those raised through Fircosoft are appropriately handled.
Client Screening:
  • Reviewing Alerts for World-check FCC Client Screening;
  • Responding to and liaising with Operation staffs and/or ARMs/ RMs to ensure clarifications are received in timely and substantial manner; &
  • Co-ordinating with Singapore and Switzerland on specific transactions that require detailed co-ordination with RM with respect to SR accounts.
  • You would identify and undertake projects to improve the process and application of FCC Compliance’s policies and procedures as and when required, utilizing technology where possible.
  • Policy and Procedures Review and Development: Review and advise on CS FCC procedures and policies in order to ensure CS maintains appropriate policy standards and processes in light of new technologies, standard methodologies and changing regulatory requirements; &
  • Ensure a consistent approach is applied between the PB locations.
  • Provide training on FCC requirements to Front office and Operations staff and other Departments as required.
Management Information Reporting:
  • Provide management with sufficient, frequent and objective information to get an accurate picture of the ML risks the bank is exposed through its activities and individual business relationships as well as the effectiveness and adequacy of processes and controls;
  • FCC Controls Program:
  • Support the Regional Quality Assurance team as appropriate in performs appropriate controls testing include sample testing or review of exception reports to ensure the FCC Program, controls and processes are in line with expected program standards
Functional Focus:
  • FCC Surveillance, Sanctions and Sensitive Countries Compliance, Investigation, Training, Administration & Controls, Ad hoc project e.g. Anti-Bribery

You Offer
  • You have a degree in Accounting / Business / Economics / Finance
  • You bring at least 3 years of FCC experience including experience with transaction monitoring. Part of the experience would ideally to be within Private Banking
  • Solid knowledge of Hong Kong FCC/CFT laws and regulation applicable to Banking and international FCC standards. Additional awareness of regional rules would be beneficial.
  • You are an FCC Subject Matter Expert with a consistent track record
  • Strong leadership, interpersonal and communication skills with the ability to demonstrate assertiveness
  • You are able to interact, partner and pro-actively advice the business, Regional FCC and senior management
