About the role

We are seeking for a General Counsel for our Virtual Banking business and the incumbent will directly report to the CEO of Virtual Banking with a matrix reporting line to the Head, Legal, Hong Kong.

What you will do


  • Define the strategy for legal support of the Company in Hong Kong, with overarching accountability to the Company CEO (‘CEO’) and Head, Legal, Hong Kong, Standard Chartered Bank (Hong Kong) Limited with respect to this business.
  • Act as the primary legal adviser to the CEO and the Management Team and provide them with strategic and, where appropriate, proactive advice, working with external counsel and the Head, Legal, Hong Kong as appropriate.
  • Act as a point of escalation for any material Legal issues pertaining to the Company.
  • Demonstrate knowledge of all aspects of laws and regulations relating to banking, particularly with respect to data privacy, cloud computing, intellectual property and regulatory matters.
  • Ensure support available for all other legal matters impacting the Company, including disputes, government investigations, M&A, and employment matters.


  • Be accountable for, and has primary responsibility over, legal support for Company matters in Hong Kong
  • Partner with other members of the Legal function on, and contribute (where appropriate and without duplication or overlap) to, complex Legal matters in their region for which they do not have overarching responsibility or accountability – i.e. matters impacting CCIB, Private Banking, GSAM and own account work, as well as disputes, government investigations, M&A and employment law matters.
  • Work closely with business heads to anticipate and mitigate legal risk throughout a product lifecycle.


  • Where external counsel is appointed, ensure the scope of work is defined and appropriate, the quality of work is overseen effectively, legal costs are managed, and that there is appropriate overall matter management.
  • Lead negotiations with a variety of vendors, including with respect to cutting-edge banking technology providers
  • Work closely with, engage with and provide legal support to SIS investigations impacting the company and/or its employees
  • Manage the Legal annual budget & forecasts in so far as it relates to their teams or areas of responsibility.
  • Contribute to and execute organisational design strategies consistently with the Legal Target Operating Model.

People and Talent:

  • Be accountable, and have primary responsibility over, management of the Legal team within the Company from time to time
  • Ensure that the Compnay Legal team is adequately resourced and staffed by an appropriate number of competent staff sufficiently independent to perform duties objectively, support sustainable business growth and address relevant legal risks (subject to budgetary constraints).
  • Risk Management:
  • Identify material Legal risks and themes relating to the Company and escalate these to the CEO and Head, Legal, Hong Kong
  • Within the Group’s overall Risk Management Framework, establish and maintain an appropriate risk-based approach to assessing, measuring, monitoring, managing and reporting Legal Risk arising in relevant areas of responsibility.
  • Act as Process Owner for any Group or Country processes owned by Legal where such processes are executed by the Company’s Legal team. Be responsible for: (i) the management of such processes in line with the Group’s process universe as set out in the Group Enterprise Risk Management Framework; and (ii) associated risks, including activities within the processes which are carried out by the businesses or other functions or which are hubbed or outsourced.
  • Act as Risk Control Owner for Legal Enforceability Risk arising in the Company, as set out in the Group’s Risk Management Framework.

  • Display exemplary conduct and live by the Group’s Valued Behaviours and Code of Conduct.
  • Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct, across the Company. This includes understanding and ensuring compliance with, in letter and spirit, all applicable laws, regulations, guidelines and the Group Code of Conduct.
  • Lead the Company’s Legal team to achieve the outcomes set out in the Bank’s Conduct Principles: Fair Outcomes for Clients; Effective Financial Markets; Financial Crime Compliance; The Right Environment.
  • Effectively and collaboratively identify, escalate, mitigate and resolve risk, conduct and compliance matters.

Who we expect

  • Qualified to practice as a solicitor/attorney or barrister/advocate
  • 8-10 years of relevant experience in banking
  • Previous experience in a banking environment or equivalent experience or expertise
  • Ability to explain legal concepts to team members with varying backgrounds.
  • Good knowledge of retail banking products with a particular focus on digital.
  • Previous experience in handling technology-related contracts
  • Sound judgment of business practices, regulatory relationship management and reputational risk.
  • Exemplary integrity, ethics, independence and resilience.
  • Personal authority with proven ability to establish relationships and provide strong direction at senior levels of the business and the Group, and with external stakeholders.
