Role Introduction

Responsible for the safety performance monitoring, safety analytics and reporting services for the group airlines.

Responsibilities

  • Oversee the management of data captured from numerous Safety Information Systems to identify operational hazards and promote safety within the Group.
  • Manage the Group’s SPI program by developing and continuously enhancing the Safety Performance Indicators (SPIs) and Risk Index Score (RIS) methodologies in order to support the identification of operational safety risk, hazards and trends.
  • Establish and further develop statistical criteria / model for qualitative and quantitative analysis of safety data in conjunction with industry standards.
  • Explore and develop the interoperability of the safety, quality, security and business resilience data for the purpose of risk identification.
  • Develop evidence-based risk profiles and studies to assess the safety performance of the operational components of the airline.
  • Develop and report SMS leading indicators (i.e. Management Performance Indicators) of multiple data source outputs.
  • Ensure the services delivered by the section, stipulated in the Operational Services Agreement (OSA) with Air Hong Kong (LD), are provided i.a.w. the agreements.
  • Perform analysis of data contained in various Safety Information Systems (both internal & external databases); identify and report on trends and contributing factors, and make recommendations for corrective actions.
  • Lead the preparation of regular and customised statistical packages in support of the Group’s Safety Action Groups and Committees (ASRC, GASRC & BSRC).
  • Provide specialist statistical analysis / data-mining input to GSORM and other Group operational departments as required.
  • Develop and enhance GSORM Operational Risk Management programs and the RR SMS Solution Risk Module in conjunction with GSM-Risk & OHS.
  • Conduct RR SMS Solution training when required.
  • Update the SMS Data Team’s related sections in the Group Safety Management Policy and Procedures manual.
  • Undertake ad-hoc safety projects as directed by GMGSORM/HGSS.
  • Provide continuous training and rapport to GSM-DM in discharging their respective duties.
  • Research, create, program and develop new event detection and trending capabilities, prepare event analysis, and create reports and presentations to better communicate risk.
  • Lead the development of the analytical tools to support the analysis, visualization and the management of the safety, quality, security & business resilience data contained in RR SMS Solution and various Safety Information Systems.
  • Develop and formulate the Safety Database policy / protocol from a Safety, Quality and Risk perspective to ensure data integrity, standardisation, security and interoperability across the disciplines.
  • Develop and maintain the process for supporting the external data exchange programs (IATA, Oneworld, AAPA, and HKCAD).
  • Member of the safety database (RR SMS Solution) Steering Committee and User Group.

Requirements
Skills

  • Broad operational knowledge and experience in the functions of the organization (e.g. training management, aircraft operations, air traffic management, aerodrome operations, and maintenance organization management.)
  • Sound knowledge of safety & risk management principles and practices.
  • Display a high standard of written and verbal communication skills.
  • Well-developed interpersonal skills.
  • Computer literacy.
  • Ability to relate to all levels, both inside and outside the organization.
  • Ability to work unsupervised.
  • Good analytical skills.

Knowledge

  • Relevant aviation, engineering or technical discipline undergraduate degree.
  • SMS Qualification.
  • Quality Assurance auditing skills desirable.
  • Statistical data mining.
  • RR SMS Solution (super-user).
  • Project management.

Experience

  • Minimum 7 years relevant work experience in airline or related industry.
  • Minimum 3 years in management role.
