Role Introduction

The Head of Group Safety and Security (HGSS) is responsible for the oversight and implementation of the Group Airlines Safety Management System (SMS) and Security Management System (SeMS) program as delegated by GMGSORM.

As the designated Chief Security Officer (Principle Authority) [Hong Kong Aviation Security Program 4.4.2b & CX Security Program Part 2 - 5.6], the incumbent has direct responsibility for the CX Security Program and manages all aspects of the day-to-day operation of the Safety and Security of the Group Safety and Operational Risk Department.


  • Responsible for the independent safety oversight of all aspects of flight safety, ground safety and cabin safety.
  • Responsible for the operational risk management of all safety and security related matters.
  • Responsible for managing the SMS coordinator interface with the Operational BUs.
  • Responsible for the performance of the accident prevention and flight safety program, and for ensuring communication and co-ordination with appropriate operational managers.
  • In charge of the Company Accident Investigation Team (CAIT) - conduct investigation of incidents, serious incidents and accidents.
  • Develop Safety & Security Strategy to ensure a safe and secure airline operations.
  • Develop Safety & Security Policy and approve standards.
  • Ensure the airline SMS and SeMS remains effective and compliant with all related regulatory requirements.
  • Ensure on-going implementation and maintenance of CX Security Program (CXSP / AOSP).
  • Ensure the implementation of effective safety and security controls in order to maintain the safety and security of CX operations, assets, passengers and property, system wide, on a daily basis.
  • Provide safety & security leadership by facilitating, developing, coordinating and promoting safety & security awareness and recognition initiatives.
  • Ensure that an effective working relationship is maintained with both the Hong Kong Civil Aviation Department and Aviation Regulatory bodies with regard to all safety matters.
  • Develop and manage the air / ground / cabin safety / security reporting programmes.
  • Ensure that data-based risk and trend analysis and proactive risk assessment is conducted.
  • Continually review the Airline’s Safety / Security objectives, Safety / Security Performance Indicators and Safety / Security Performance Targets on an ongoing basis.
  • Provide the Accountable Executive and other senior management with accurate, timely, impartial information and advice on the current operational safety and security performance of the airline, and the industry as a whole.
  • Assess threats and associated operational risks to the CX network and provide recommendations on operations from/to/at those destinations.
  • As the Functional Duty Holder who bears explicit authority to manage the overall operation of safety and security services and the supplier’s performance.
  • Undertake the duties of the Departmental Emergency and Accident (E&A) representative as stipulated in the Corporate Crisis Management Manual – Volume 1.
  • Act as the trusted gatekeeper for the CX’s Flight Data Monitoring Programme (FDMP) as delegated by GMGSORM.



  • Broad operational knowledge and experience in the functions of the organization (e.g. training management, aircraft operations, air traffic management, aerodrome operations, and maintenance organization management).
  • Sound knowledge of safety & risk management principles and practices.
  • Display a high standard of written and verbal communication skills.
  • Well-developed interpersonal skills.
  • Computer literacy.
  • Ability to relate to all levels, both inside and outside the organization.
  • Ability to work unsupervised.
  • Good analytical & presentation skills.
  • Excellent command of both spoken and written English.
  • Proficiency in Cantonese and / or Mandarin is an advantage.


  • Relevant aviation, engineering or technical discipline undergraduate degree.
  • Flying experience desirable.
  • Post graduate degree preferable.
  • SMS Qualification.
  • Aviation Accident Investigation qualification or equivalent experience.


  • Minimum 10-15 years relevant work experience in an airline or related industry.
  • Minimum 7 years in management role.
  • A minimum of 5 years employment in a flight safety role.
