Head of Risk & Compliance, Human Resources

our client is a reputable and sizable bank, they are looking for a HR compliance professional.

To act as the central point for Human Resources Division in contact of among different departments on risk & compliance matters.

  • To coordinate with Compliance Division/Risk Management Division and HR to set from time to time the key risk indicators and relevant control/risk/compliance monitoring measures for the department.
  • To handle staff enquiries in relation to human resources policies and practices in related to risk & compliance matters.
  • To design, plan, organise, implement and oversee human resources programs, policies and functions related to HR Risk & Compliance.
  • To set operational strategy for the related functions and is responsible for policy interpretation and administration.
  • To participate and conduct extensive research, recommend and develop methods for effectively addressing recurring risk/compliance/legal issues or matters facing the Bank with regard tohuman resources issues.
  • To ensure the human resources policies and practices are in compliance with all legal and regulatory requirements.
  • To conduct risk/compliance check or self-assessment as agreed with Compliance Division/Risk Management Division.
  • To monitor operational risk incidents.
  • To follow-up comments from Internal Audit Department, Compliance Division, HKMA, external auditors etc.
  • To escalate and report any significant risk/compliance issues.
  • To supervise subordinate activities through reviews of established objectives, status reports, frequent informal discussions and meetings.
  • To participate human resources activities in peer banks, professional societies and relevant organizations.
  • To prepare and monitor MIS reports for Compliance Division/Risk Management Division to review.
  • To work with R&C personnel of TDD and CCD to promote risk & compliance culture within the Division.
  • To undertake ad-hoc projects to improve the efficiency & effectiveness in managing risk & compliance in HRD.

 Requirement 

  • University degree, preferably in Master degree
  • Minimum of 15 years’ experience in general banking audit
  • At least 10 years managerial experience;
  • Good knowledge of audit, including human resources audit
  • Solid experience in planning and developing of human resources policies and practices; able to highlight the risk and compliance issues for senior management
  • Ability to drive projects in deadline driven situations and communicate to all levels internally and externally;
  • Good communication and interpersonal skills.
  • Good command of both spoken and written English and Chinese.
