Human Resources leads the implementation of the Group’s people strategy in line with business objectives.  It facilitates talent management, succession planning and employee mobility while defining and overseeing frameworks that support employee performance management, reward, learning and development, resourcing and engagement.

We are seeking high caliber professional to join our department as Human Resources Manager, Resourcing and Onboarding Operations.


Principal responsibilities

  • Leads the Resourcing & Onboarding (R&O) Operations team to implement a highly commercial resourcing operational platform that maximizes candidate and hiring manager experience aligned to Hang Seng Bank brand values, whilst ensuring compliance with regulatory, audit and legislative requirements and operational excellence 
  • Assists the Head of R&O to drive the global and local initiatives/projects. Champion change communication to ensure recruiters, hiring manager and other stakeholders are well informed on the process change.
  • Accountable for mitigating compliance risk through third party management including recruitment agency, offshore delivery services team and MSP services provider.
  • Manages the third parties’ contracting and risk assessments process to ensure vendor tendering and vendor performance are in compliance with group and local operating guidelines.
  • Attend regular governance meeting with 3rd party supplier, i.e. MSP service provider, Global vetting team. Manages and ensures the performance of offshore workforce administration team meeting the laid down SLA.  
  • Acts as the focal point for R&O with Insider Risk, Regulatory Compliance, Legal and Procurement etc.
  • Leads and develop an effective team through communication, performance management, development plans and reward/ recognition practices. Cultivate an environment that supports inclusion and reflects the Hang Seng Bank brand.



  • Proven track record of performance in resourcing and other HR practices working in partnership with Senior management and other HR colleagues 
  • Demonstrable track record in process management and improvement, operational excellence delivering sustainable cost reduction through streamlined resourcing process.
  • Strong project management skill with digital and innovation capabilities. External focus and market understanding of resourcing operations and technology
  • Highly effective employee engagement, communication, coaching and leadership of on and off shore teams.  
  • Strong commercial focus, analytical  skills and prudent judgment in risk and control
  • Proven ability to work under pressure within demanding timescale, demonstrate agility in managing change and strong planning with attention to details
  • University degree in HR Management, Business Administration or a related discipline
  • Proficiency in both English and Chinese
  • Strong sense of ownership and service mindset to ensure efficient and effective customer service processes
