  • To be responsible to the Director;
  • To coordinate with internal departments and service units to review, develop and implement appropriate HR strategies that support the organization to fulfill its mission and five-year strategic plan;
  • To oversee and ensure smooth operation of a wide range of HR functions including manpower planning and control, recruitment, compensation and benefits, pay and reward systems, performance management, learning and development and staff relations;
  • To formulate and review HR policies and procedures in ensuring best practices and compliance with the legal requirements;
  • To provide professional advice and support to the Senior Management and the board on overall HR planning, strategies and implementation;
  • To participate in the administration of the organization as one of the members of the Senior Management; and to undertake any ad hoc projects or other duties as required.


  •  A recognized university degree in HR or a related discipline;
  •  At least 8 years of HR experience at managerial level, preferably in sizable organizations;
  •  Proven records of success in developing and implementing HR strategies and policies;
  • Understanding of NGO operations including government funding and staff issues; exposure in a non-profit setting will be an advantage;
  • A good team player with excellent interpersonal and communication skills;
  • Strong management and organization skills, flexible, self-motivated and able to work under pressure;
  • Excellent command of spoken and written English and Chinese.
