Human Resources Regulatory Manager, Vice President

As part of a regional team, this person will be responsible for HR-related regulatory matters for India, Japan, Singapore, Hong Kong (and support on other countries in the region as necessary) – from monitoring and understanding regulatory requirements (in partnership with the relevant subject matter experts) to drafting regulatory disclosures.
Specialist Area Key Responsibilities:
  • Develop subject matter expertise with the ability to understand the impact of regulatory and other external and internal changes on HR.
  • Collaborate with the country HR, Compliance and Legal teams and key global stakeholders to produce integrated solutions to regulatory matters.
  • Has advanced communications skills to manage challenging conversations and leadership skills to generate buy-in amongst a variety of stakeholders.
  • Acts as a trusted counselor and partner to help the country HR functions interpret and implement regulations and regulatory findings. Is a proactive and strategic thinker.
  • Fluent in Mandarin
Role Specific Responsibilities:
The role will focus on HR regulatory matters and provide regional HR regulatory support on other APAC countries, as necessary.
Regulatory Disclosures
  • Drafting disclosures in response to inquiries from local regulators for HR-related information.
  • Ensuring proper governance over the review, approval, and disclosure of the HR- related information to regulators
  • Representing HR Regulatory in meetings pertinent to the disclosure of HR-related information and partnering with Compliance, Legal, Employee Relations and global stakeholders on HR-related regulatory matters.
  • Providing regular updates to stakeholders regarding regulatory matters and proactively identifying trends or issues that require attention or resolution.
Regulatory Change
  • Tracking the progress of new HR-related regulations
  • Reviewing HR regulatory guidelines to assist with interpretation of the impact on HR and advising HR on how to strategically meet regulatory regulatory requirements – this will involve working closely with HR, Employee Relations, Legal, Compliance and with stakeholders globally.
  • Overseeing compliant implementation of new regulations (including incorporating local requirements within the global framework) in accordance with established governance.
Advocacy & Partnership
  • Being a value added partner through proactive identification of potential risks or challenging protocols to ensure adherence to regulations and firmwide alignment.
  • Identifying, understanding and communicating the regulatory trends in APAC and making recommendations, where appropriate.
  • Regularly updating the country HR teams, regional and global stakeholders on HR-related regulatory matters in APAC.
  • Leading and/or advising on country-specific HR regulatory projects.
  • Minimum 5 years’ experience doing regulatory work, including a demonstrated ability to draft quality responses to regulators.
  • Demonstrated ability to work collaboratively with senior management and develop strong working partnership with stakeholders, clients and HR colleagues
  • Strong advising, influencing and negotiation skills
  • Previous experience of influencing culturally diverse teams and flexibility to work with colleagues and clients in a complex matrixed organization, across different time zones.
  • Demonstrated ability to make sound decisions and provide practical solutions to the senior leadership team in fast-paced environment.
  • Strong executive presence - able to work with and present to senior leaders and employees at all levels
  • Fluent in Mandarin - Able to read and speak Mandarin, including the ability to interpret and translate regulations or laws written in Chinese
  • JD or background in legal studies preferred
