The Employees Compensation Assistance Fund Board is a statutory body established to administer the Employees Compensation Assistance Scheme for the protection of the entitlement of employees and others to compensation/damages for employment-related injuries under the Employees Compensation Assistance Ordinance (ECAO). We are now inviting a high caliber professional to join us for the post of:

Key Responsibilities:

Reporting to the Executive Director of the Board, the post holder has to:

  1. Oversee and advise the Board and its Secretariat on all legal issues, such as policy liability, policy terms, issues on liability and quantum in EC/PI applications, and eligibility of applications under the ECAO;
  2. Oversee and participate in the research, review, formulation and implementation of the Board’s policies on legal, procedural, training, development and other operational matters for the effective and efficient delivery of the Board’s statutory functions and operation;
  3. Handle and manage the processing of EC/PI proceedings notified to the Board and the processing of applications for assistance payment as well as collection of EC insurance levy surcharge, etc. under the ECAO;
  4. Monitor the progress of all cases handled by the Board’s retained solicitors and the performance of such solicitors, and make recommendations to ensure the effective and efficient processing of the cases;
  5. Handle and manage all litigation matters and claims and perform related duties, including representing the Board in legal proceedings or alternative dispute resolution processes and preparing papers and submissions on the cases;
  6. Negotiate direct settlements with applicants and their legal representatives;
  7. Liaise and meet with clients and other stakeholders including employees and/or their family members, employers, legal practitioners, insurers, government departments, labour groups, community leaders and the media;
  8. Underpin the Executive Director in the management of the day-to-day operation of the Board and, as and when necessary or required, deputize the Executive Director;
  9. Perform other duties or tasks as may be assigned.

Qualification and Attributes:

  1. Holder of a law degree from a university in Hong Kong or equivalent and a qualified barrister or solicitor.
  2. Minimum 10 years’ relevant working experience, 3 years of which in the field of EC and PI at managerial level.
  3. Experienced in and conversant with EC and PI litigation procedures as well as insurance policy terms and practices.
  4. Mature, self-motivated with excellent communication, interpersonal and negotiation skills and be able to work independently and under pressure.
  5. Strong competencies in planning, organization, leadership and decision making.
  6. Excellent command of written and spoken Chinese and English. 

Successful applicant will be appointed on contract terms for a period of 2 years. Attractive remuneration package including basic salary and end-of-contract gratuity will be offered.
