Marine Superintendent (based in Hong Kong / Cyprus)

Objective
This position is responsible for ensuring nominated vessels are operated and maintained in line with Statutory Instruments, Company Policy, Safety Management System, Industry Best Practice and Vessel Owners Requirements.

Key Responsibilities & Accountabilities

  • Provides support to Technical Superintendents, nominated vessels and other members of the Fleet Cell with respect to all marine-related Safety, Compliance and Operational issues
  • Acts as Designated Person Ashore and Company Security Officer for nominated vessels as required
  • Reviews the ship inspection reports to ensure the Company Safety and Quality Management System are properly implemented on board
  • Supports Technical Superintendents as Clients or Owners point of contact ensuring the highest level of customer service and satisfaction are maintained
  • Provides directions, coaching, guidance, mentoring and evaluations of senior sea staffs to ensure that all operations are carried out safely and successfully whilst also enabling senior sea staff with their individual career progress and development
  • Monitors and maintains a thorough knowledge of current Marine Superintendents’ Work Instructions which may be subject to review and revision from time to time
  • Plans vetting (SIRE and CDI) inspections as required by the charter party or Owners’ requirements and notifies the ships in advance
  • Maintains vetting status in accordance with Charterers’ and vessel Owners’ requirements
  • Makes a status check of the vessel prior planning a SIRE/CDI inspection and carries out pre-vetting inspections on vessels to ensure compliance with VIQ
  • Arranges oil major and CDI inspections with the oil majors and discusses the observations and corrective actions with the vessel
  • Provides support to the Master during the inspection as necessary
  • Prepares responses to the observations contained in the SIRE and CDI Reports and liaises with oil majors on the responses and vessel acceptability
  • Enters reports into our database, promulgates information from the system and liaises with the compliance team to analyze trends and statistics
  • Reviews TMSA report, suggests and agrees amendments to update every 6 months and liaises with all departments so that all elements are reviewed ensuring TMSA compliance
  • Maintains Q88 Questionnaire and produces questionnaires on request from Q88 and individual Oil Major websites
  • Updates OCIMF-SIRE including HVPQ, Officers Matrix and updates accounts when vessels enter or leave management
  • Reviews cargo, tank cleaning and ballast exchange plans including LOP, Voyage orders, DD
  • Arranges STS vessel approval and LOI approval – check wording with P & I Club
  • Prepares incident and accident reports as required

Competencies & Qualification

  • Solid experience of sailing as a Master on a crude oil/ products/ chemical tanker and being in charge of oil major compliance with other owners or managers
  • Good knowledge of Marine Regulations, Industry Statutory Instruments, ISM, ISO, and ISPS system
  • Deck Officer Qualification with First Class Master Mariner License
  • Ability to demonstrate Safety and Compliance based approach to Marine Operations
  • Ability to communicate at good level in both spoken and written English
  • Ability to provide effective delegation and guidance with good leadership skills
  • Ability to demonstrate a good standard of computer literacy
