Markets Legal and Regulatory Change Management, VP

The Markets Legal and Regulatory Change Management (LRCM) function is responsible for mitigating the operational risk associated with regulatory change, by applying a rigorous and consistent process to the end-to-end management of change. This end-to-end view includes horizon scanning, capture, impact assessment and finally the implementation of business changes necessary to demonstrate adherence.

The function covers all global Sales, Trading and Research businesses across EMEA, NAMR, LATAM and APAC, split into regional coverage teams. It is part of the Markets Business Controls Management department, in the 1st Line of Defense (1LOD).

This role is the Regional Lead for Markets LRCM in APAC, with end-to-end accountability for the management of Markets-impacting regulatory change across the region.

The position reports into the global Markets LRCM lead, based in London.

Responsibilities of the position include:

Markets end-to-end Reg Change Management framework

  • Accountable for the end-to-end management of Markets regulatory change in the region, across all lifecycle stages
  • Senior 1LOD contact and SME for all regulatory change management matters impacting Markets in the APAC region
  • Contribute to the design, implementation, execution and continuous enhancement of the end-to-end Markets Reg Change Management framework in region, and globally. Scope of team activities includes but is not limited to
    • Reg Change horizon scanning, capture, impact assessment and finally the implementation of business changes necessary to demonstrate adherence, identified through a variety of APAC regional and country governance forums, firm-wide, CIB and Markets-specific processes
    • Overseeing the development of materials for, and participating in, Reg Change governance meetings at a local, regional, global and business level
    • Maintaining an awareness of key business activity changes which will impact Reg Change assessments, such as NBIAs, LE strategy changes, Change Management events etc.
    • Maintaining reference material relating to business activities in APAC jurisdictions (e.g. business footprint files, product booking models etc)
    • Seeking opportunities to improve the efficiency and accuracy of assessment activity, e.g. through use of AI / ML
    • Maintaining SOPs and other framework documentation including Control Standards for Markets Regulatory Change Management
    • Representing Markets in working groups and other governance meetings for specific implementation projects
    • On an exceptional basis, providing project management services for business implementations of changes needed to meet reg change requirements
  • Management of direct and matrix report(s) both locally and offshore
  • The regional lead will have oversight of onshore and offshore OLO activities which impact the APAC region, including obligation mapping, documentation gap remediation, performer / relier handshakes etc. They will act as regional escalation point for these matters.
  • The incumbent will need to develop and maintain strong working relationships with key partners: Legal, Compliance, Finance, Risk, Operations, Office of Regulatory Affairs, Business Control Management, Business Management, Front Office (Sales / Trading / Research), and others

CIB LRCM process and APAC Country Reg Change Management

  • Act as Country Lead for Markets as relates to CIB LRCM process. The incumbent will personally be assigned several APAC jurisdictions as the end-to-end owner
  • Execute reg change impact assessments and other activities as required within firm-wide and CIB LRCM framework, including weekly intake and triage process
  • The incumbent will need to develop subject matter expertise in their country coverage portfolio, including local business activities, applicability of rules and regulations, the local legal and regulatory framework, and connectivity to local Regulatory Change Forums
  • The incumbent will support existing representatives of Markets businesses in discharging their responsibilities associated with local country Regulatory Change Forums in APAC, and provide coverage where gaps exist

  • Already hold position of Vice President or equivalent
  • Strong working knowledge of J.P. Morgan's Markets products and businesses
  • Significant experience in Business Controls, Business Management, operational risk, Compliance, Legal, Audit or similar function with coverage of Markets Sales / Trading business(es)
  • Knowledge of the APAC regulatory framework, including key regulators and regulations impacting Markets businesses would be beneficial
  • Excellent project management skills and ability to instill structure, process and accountability to meet aggressive delivery targets, whilst maintaining quality standards
  • Ability to motivate and gain consensus among staff to drive initiatives to completion
  • Comfortable partnering closely with related functions, at all levels, to ensure a coordinated and effective program
  • Detail oriented, with a disciplined approach to process, whilst maintaining an understanding of the bigger picture
  • Strong organisational management skills, including competence in issue and conflict resolution
  • Outstanding listening and negotiation skills, as well as being a strong written and verbal communicator
