Purchasing Manager (Non-Production)

Purchasing Manager
Reporting to the Head of Purchasing North Asia, the successful candidate will act as a Partner and the Reginal role in purchasing aspects, responsible for Hongkong, Shanghai, Korea and other North Asia regions in purchase activities. Collaboration and co-ordination with global/site management as well as i mplement the Global Commodity Strategies and Global Purchase Directive. The primary responsibilities include:
- Implement purchasing strategies in collaboration with the buying teams taking under consideration price / budgets and improving customer satisfaction;
- Eliminate Maverick Buying, by onboarding all requisitions on the Purchase-to-Pay process;
- Analyze non-production procurement demand by work closely with business units;
- Lead strategic sourcing activities, such as market research, develop RFI/RFQ and lead the RFI/RFQ process, develop balance scorecard to evaluate supplies;
- Conduct negotiations and create contracts consulting global purchase responsible and document according to the Global Purchase Directive;
- Manage spare parts purchase activities and equipment maintenance service for the Hongkong application center;
- Organize supplier audit and lead performance review processes with vendors;
- Be responsible for behaving safely and report unsafe behavior at SHEARS;
- Accountable for the whole purchasing operations, including but not limited to improve the OTIF rate, claim process, follow up orders, maintain data in the system (SAP);
- All other purchasing support as may be required by the line manager or Global Purchasing Department.
Our expectations for this exciting role:
- Bachelor degree in Business Administration or related disciplines
- at least 3-5 years of solid experience in global procurement and worked in sizeable organizations or MNCs
- Able to deal with complex information & critical and analytical thinking
- Well-versed in Analytical applications such as MS Excel, PowerPoint, Power-BI, DWH, SAP or others.
- High level of intercultural sensitivity, good negotiation skills, assertive, meticulous, independent and able to work in a team.
- Excellent in spoken and written English, Mandarin and Cantonese.
