Justice Centre Hong Kong

Responsible for contributing to our Research, Policy and Advocacy work. The Research and Policy Officer will take a lead in monitoring the policy environment and staying abreast of developments, conducting primary and desktop research, drafting policy briefings and reports and developing relationships with stakeholders to achieve Justice Centre’s advocacy objectives.

This is a full time position reporting to the Senior Research and Policy Officer.


  • Support the design of and implement high quality and ethical research projects on a range of human rights issues to support Justice Centre’s policy priorities and advocacy work;
  • Take a lead role in drafting and disseminating various materials for advocacy and policy, such as reports, briefings, and submissions to different key stakeholders;
  • Develop mechanisms to scan and keep abreast of important developments and policy debates in the legal and policy context, both in Hong Kong as well as regionally and internationally;
  • Maintain and develop relationships with other NGOs, the Hong Kong Government, UN agencies and other stakeholders;
  • Serve as a spokesperson for the organisation at meetings, in the media or in networks and coalitions, helping to build Justice Centre’s profile and representing Justice Centre effectively;
  • Contribute to the development of Justice Centre advocacy strategies and campaigns, and annual work-planning, monitoring and evaluation;
  • Participate in the overall work and planning of the Research, Policy and Advocacy team (including administrative and project planning purposes), as well as work in close cooperation with other teams and assist with general Justice Centre activities and events, as required;
  • Contribute to developing organisational strategy, networking with strategic partners, fundraising and development, and whole-of-office initiatives as needed;
  • Support communications work for research, policy and advocacy purposes; and
  • Perform other duties as assigned by the Senior Research and Policy Officer and/or Executive Director.


  • One year’s experience in research or policy and advocacy work;
  • A bachelor’s degree in social sciences, law or related fields;
  • Proficiency in spoken and written Cantonese and English;
  • Strong policy analysis and research skills;
  • Familiarity with the Hong Kong policy context;
  • Ability to work independently as well as in a team in an international environment; and
  • Commitment to the promotion and protection of human rights.


  • Proficiency in languages in addition to Cantonese and English.
