Sanctions Advisory Compliance Officer - APAC

The JPMorgan Asia Global Financial Crimes Compliance Team is responsible for implementation and oversight of Anti-Money Laundering ("AML") and sanctions initiatives for the firm's businesses in Asia. JPM is required to comply with US OFAC regulations and sanction programs of Asia regulators. Compliance teams work closely with business, legal, risk, and audit functions to provide expertise on regulatory compliance matters, assess and measure compliance and related risks, and monitor and test the adequacy of the firm's compliance control environment.


The APAC Sanctions team sits within the Global Financial Crimes Compliance (GFCC) group. The APAC Sanctions Advise & Consult team's primary focus is to conduct research and perform due diligence on prospective and existing clients as well as review of trade finance transactions and Investment bank transactions to ensure all sanctions issues are identified, analyzed and assessed fully. In addition, advise and consult and ongoing training to the LOBs is a major function, specifically with regards to applicable sanctions regimes / regulations given the often fast changing environment. Other general functions include regulatory & audit requests, metrics, special projects and strategic initiatives. The candidate will be involved in projects related to OFAC / sanctions including implementation of relevant policy and procedures.

This position will span across all APAC locations and all Lines of Business (LOB) within each jurisdiction. The individual will ensure key partnerships are forged with appropriate Compliance teams globally, LOB staff, the firms Control functions and any other group appropriate to the role.

The position will report to the APAC Regional Sanctions Advise & Consult Manager.

Specific responsibilities include:

  • Provide advice and consult with LOBs to ensure U.S. and non-U.S. Sanctions standards and policies are effectively implemented in the region
  • Perform research on prospective and existing clients as well as related parties to identify and analyse a sanctions nexus.
  • Understand and assess how the identified sanctions nexus is ring-fenced from the client's activities conducted with / through JPMorgan.
  • Supporting the client on-boarding functions, acting as an escalation point for sanctions issues.
  • Perform and establish holistic sanctions reviews / risk assessments of larger group clients.
  • Work with the Asia Regional Sanctions Officer in reviewing trade and investment bank transactions for potential sanctions issues.
  • Work with the Asia Regional Sanctions Officer in performing the necessary research and query to determine the sanctions requirements in Asia and US/ EMEA/Latam.
  • Assist in implementing OFAC/Sanctions initiatives including quality assurance, policy reviews and advising on establishing relevant procedures within the businesses.
  • Regular liaison with relevant stakeholders in LOB Compliance, the business, risk management and legal functions.
  • Contributing to development and deployment of relevant Sanctions training and delivery of focused face to face sessions where required.

  • Law / Accounting / Business / Finance Degree.
  • OFAC/Sanctions experience gained with Banking / Securities Institution or Big 4 Firm or Regulator.
  • Familiarity with AML/CFT requirements in Asia.
  • Attention to detail. The successful candidate should be meticulous in reviewing sanctions issues for client on-boarding and renewal as well as transactions under all LOBs.
  • Strong Communication Skills. The successful candidate will be required to communicate clearly to the businesses required actions subsequent to his/her review.
  • Strong analytical ability and logical thinking. Ability to identify issues related to sanctions accurately and offer solutions.
  • Have the initiative to find information to substantiate an opinion. Where required, be able to provide recommendations on compliance sanctions processes.
  • Flexible and adaptable to liaise with and join conference calls with different time zones is essential
  • Knowledge of banking industry. Knowledge of cash management or some experience with the corresponding banking business will be a plus.
  • Strong conflict resolution, problem solving skills & quick decision-making ability.
  • Able to multi-task and meet deadlines in high -pressure environment.
  • Detailed, well organized, self-starter and capable of working under minimal supervision.
  • Experience in using databases such as World Check, Lexis Nexis, Factiva etc.
  • Strong oral and written communication skills in English and Mandarin is highly preferred
