Senior Manager - General Services and Projects

Position Summary

The Senior Manager - General Services and Projects is responsible for the supervision of all facility projects and their execution according to plan, budget and contract specifications. He/she is also responsible for the management of suppliers and subcontractors, negotiation of contracts, mitigation of risks, and safety and security on project sites.


Requirements

  • Define and plan Facilities Management projects including scope of work, project team and timeline in coordination with respective functions.
  • Develop and control Facilities projects' budgets, in line with HCT's strategy and the Facilities Management strategic direction.
  • Define procedures for project quality reviews, improving, innovating and developing project management processes when and where necessary.
  • Coordinate continually with various internal and external stakeholders for the development of project plans and work closely with them to determine requirements, project objectives and other elements.
  • Provide advice for campus planning and design improvements.
  • Oversee projects from start to finish to ensure compliance with all governmental regulations, building codes and HCT policies, procedures and processes.
  • Manage a team of contractors and consultants to monitor that they are delivering Facilities Management projects on time, on schedule and within budget.
  • Align Facilities Management projects' objectives and stakeholder expectations, monitor progress against project plans and take actions where progress deviates from agreed targets during the course of the project.
  • Act as a liaison and lead meetings between various project stakeholders as well as other internal and external stakeholders to ensure the success of the project, to continually communicate project updates (including progress, challenges and mitigations), to manage issues and to minimise risks.
  • Oversee tracking of the project status based on project management tools such as trackers and status reports.
  • In coordination with the Procurement department, monitor the procurement process for contractors, consultants and suppliers and ensure that tenders are issued in a timely fashion.
  • Recommend variation requests and claims arising from design and construction activities.
  • Lead project closeout including as-built drawings, operating and maintenance manuals, testing and commissioning reports, spare parts, warrantees, etc.
  • Prepare requests for proposals for the design and construction of new facilities as well as alterations and additions to existing buildings in accordance with system requirements.
  • Review snag lists and oversee follow-up on inspections.
  • Liaise with municipalities, government bodies, and relevant entities when and where required.
  • Establish relationships with third party vendors, provide input into the vendor selection process, coordinate with them for various Facilities Management project related activities and manage any project-related issues to ensure success of projects.
  • Oversee the efficient utilisation of space across Central Services and campuses in coordination with the Facilities Management Director.
  • Oversee the management of HCT's fleet to minimise risks associated with vehicle investment, improve efficiency and productivity, and reduce the overall transportation and staff costs.
  • Oversee the provision of services such as cleaning and maintenance of lighting at HCT Central Services and campuses as well as catering and vending services to HCT Central Services and campuses


QUALIFICATIONS

  • Minimum of a Bachelor's degree in a relevant field is required e.g. Architecture, Engineering, Facilities Management, Construction Management.
  • Minimum of one internationally recognised Project Management certification (e.g. PMP).
  • Full English proficiency is required.
  • Intermediate computer literacy is required e.g. MS Office, AutoCAD.
