Senior Project Manager - Offshoring / Outsourcing Oversight

Our Client is looking for a Senior Project Manager who has experience in Offshoring / Outsourcing Oversight Reorganisation.
It is an Operations Oversight function covering Activity Monitoring; Contract Management; Steering the relationship between the Client and service providers and Change Management.
It is a 12 months contract with possible extension subjected to conversion.


  • Activity Monitoring: Monitor performance in synchronisation with functional operational teams and manage requests and alerts escalated by operational teams
  • Contract management: Control that the service delivered is compliant with contract e.g. SLA monitoring, control invoicing and manage penalties process
  • Steering the relationship: Participate and monitor governance between the CIB and service providers
  • Change Management: Monitor change requests and assist in roadmap definition and project delivery for the region

Project Objectives
The candidate will report to APAC head of Regulatory and Oversight for Operations and will support in the following initiatives:

  • Governance and service level assessment
  • Governance revamping to bring more connection between entity, functional and management committees in terms of key production highlights, operational risks mitigation and escalation focus
  • Reinforce service level assessment and feedback mechanism with more objective criteria
  • Extension to new scope
  • As project coordinator, support the deployment of oversight function to a new scope of activity on the agency business encompassing operations and IT
  • Reinforcement of control framework and risk monitoring
  • Contribution to the deployment of a new set of controls on offshored and outsourced services in line with the client internal control policy
  • Support the coordination and resolution of operational issues escalated to oversight as required

Scope of Work

  • Gather requirements from a wide-array of stakeholders
  • Propose an enhanced governance model with roles and responsibilities clearly defined among several stakeholders (control managers, entity managers, Oversight teams, Operational risk managers) for each relevant committee
  • Review and implement enhanced governance pack with standardised content (KPI, KRI, risky trends, service level assessment) across the different committees
  • Review the existing service level assessment, define list of objectives criteria supporting the service scoring and implement an automated or semi-automated solution
  • Define the key steps and tasks for the deployment of oversight function and monitor the implementation through relevant project governance
  • Scoping of the underlying activities and their monitoring needs
  • Reviewing the contractual arrangement and ensuring it is in line with the client’s policy
  • Define and implement the relevant governance and activity monitoring
  • Review and propose a more robust framework on cost monitoring and billing
  • Work in collaboration with global ROCS/OVS team to design and implement new formalised managerial controls with clear RACI validated
  • Coordination of impacting operational issues to ensure the proper root cause analysis, relevant action plan have been implemented and clear status communicated back to key stakeholders


  • At least 8 years of experience in CIB, with good Project Management experience
  • Very good understanding of operations’ key functions, processes and information systems
  • Very good understanding of industry best practices & norms on Offshored and Outsourced functions and related service framework (especially on contract management, control and risk framework)
  • Sound understanding of operational and regulatory risk framework and policies
  • Strong ability to coordinate with teams scattered across Asia-Pacific
  • Expertise on Front-to-Back value chain operations
  • Effective use of Excel / VBA an asset
  • English is a must / French or Mandarin is a plus
