Salary: Training Pay Scale Point 11 ($23,670 per month) to Training Pay Scale Point 14 ($28,710 per month)
Entry Requirements: Candidates should –
(a)(i) have Level 3 or equivalent (See Note 1) or above in five subjects, with at least one of them being Mathematics, Geography, Physics, Information and Communication Technology or Aviation Studies, in the Hong Kong Diploma of Secondary Education Examination (HKDSEE) (See Note 2), or equivalent; or
(ii) have a pass in two subjects at Advanced Level in the Hong Kong Advanced Level Examination (HKALE) and Grade C/Level 3 (See Note 3) or above in three other subjects in the Hong Kong Certificate of Education Examination (HKCEE) (See Note 2) with at least one of them being Mathematics, Geography, Physics or Computer Studies, or equivalent;
(b) have met the language proficiency requirements of Level 3 (See Note 3) or above in English Language and Level 2 (See Note 3) or above in Chinese Language in HKDSEE or HKCEE, or equivalent;
(c) be able to communicate effectively in English; and
(d) have a pass result in the Basic Law Test (See Note 5).
[Remarks: Candidates without the requisite Chinese language proficiency as specified in (b) above, but have met the other entry requirements, may also apply. Please see Note (4).]
Note: (1)For civil service appointment purpose, “Attained with Distinction" in Applied Learning subjects (subject to a maximum of two Applied Learning subjects), and Grade C in Other Language subjects in the HKDSEE are accepted as equivalent to Level 3 in the New Senior Secondary subjects in the HKDSEE. “Attained" in Applied Learning subjects (subject to a maximum of two Applied Learning subjects), and Grade E in Other Language subjects in the HKDSEE are accepted as equivalent to Level 2 in the New Senior Secondary subjects in the HKDSEE.
(2)The subjects may include Chinese Language and English Language.
(3)For civil service appointment purpose, ‘Grade C’ and ‘Grade E’ in Chinese Language and English Language (Syllabus B) in the HKCEE before 2007 are accepted administratively as comparable to ‘Level 3’ and ‘Level 2’ respectively in Chinese Language and English Language in the 2007 HKCEE and henceforth.
(4)Candidates without the Chinese language proficiency as specified in item (b) of the entry requirements above, but have met the other entry requirements, may also apply. Nevertheless, only a limited number of applicants who do not possess the requisite Chinese language proficiency but are able to demonstrate the ability to speak Chinese (Cantonese/Putonghua) and understand simple writing in Chinese may be appointed subject to the operational need of the Department.
(5)All applicants for civil service jobs will be assessed on their Basic Law knowledge. A pass result in the Basic Law Test is an entry requirement for civil service jobs requiring non-degree / non-professional qualifications at or above completion of secondary education level. Only those candidates who have passed the Basic Law Test will be considered for appointment. Attaining a score at or above 53 out of the full mark of 100 (i.e. getting at least 8 out of 15 questions correct) will be deemed to have a pass result in the Basic Law Test. The Basic Law Test result will also constitute an appropriate weighting in a candidate’s overall assessment. For candidates who have not taken the Basic Law Test or have not attained a pass result in the Basic Law Test at the time of application, they may still apply for the job and arrangements will be made for them to take the Basic Law Test during the recruitment process.
Duties: A Student Air Traffic Control Officer* is mainly deployed on undertaking training leading to the award of Air Traffic Control ratings; undertaking single-engine light aircraft flying training; and performing duties connected with air traffic control, including those of an Air Traffic Flight Services Officer. He/she is required to work shifts on a 24-hour basis.

Terms of Appointment: A new recruit will normally be appointed on civil service probationary terms. The period of probation is three years or the time taken for the officer to complete and pass the first departmental Specialized Rating Training course and obtain the associated Air Traffic Control rating, and be proficient to perform the duties of the rating independently, whichever is the later and subject to a maximum period of five years. Upon passage of probation bar, the officer may be considered for appointment on the prevailing permanent terms.

Candidates must state clearly results of all subjects obtained in the public examinations on the application forms or a separate sheet attached to their applications.

As for qualifications obtained from institutions outside Hong Kong, copies of the relevant transcripts/diplomas/certificates or other qualification documents should be submitted together with the completed application forms.

Selected candidates are required to sit for a written examination to be held in Hong Kong tentatively in mid-January 2022. Those who are invited to attend the written examination will normally receive an invitation in early January 2022. Candidates who are further selected for interview will normally receive an invitation (by email or by post) in about six to eight weeks after the date of the written examination.
