The Department

The IT Wagering Solutions Department of The Hong Kong Jockey Club provides technology solutions for the management and delivery of racing wagering and lottery businesses, including transaction processing ledgers, wagering product management and racing event management.

 

The Job

  • Prepare and deliver business requirements including the review and signoff within the agreed timeline and budget.
  • Ensure functional and non-functional requirements are complete and clear. Review and clarify requirements with various stakeholders including business and IT stakeholders.
  • Work with architecture and application development teams members to ensure a clear understanding of the requirements and decompose them into modular requirements that can be rapidly delivered to the business and users
  • Ensure ownership and traceability of business requirements and functional specifications throughout the project lifecycle
  • Coordinate the preparation of the project proposal, including effort and cost estimates as well as project timelines, to support funding approval for business and IT initiatives
  • Assist in ensuring that teams use best practice requirements management tools and techniques and help drive the adoption and continual improvement of these processes and tools
  • Work closely with the Product Owner when the project is delivered in Agile ways of working. As such the position should be able to write a Product backlog with a set of Epics, User Stories and Tasks in our Atlassian suite of products, work closely with the Product Owner to prioritise the User stories and groom them with the Agile Teams and support the Product Owner during the Agile delivery supporting the team during the Agile ceremonies and each Sprint Planning, grooming and review.
  • Create and foster a diverse and inclusive culture with trust and respect to attract, develop and retain talents.  Serve as a role model to support cross team/division/department efforts and model collaborative behaviours.  Inspire the team to bring forward ideas and solutions to empower the people to accelerate for business success.
  • Align personal development plan with business objectives and embrace the transformation to move the team/department forward. 

 

About You

  • University degree in Computer Science or Business or equivalent
  • Minimum of 8 years' relevant experience
  • Excellent interpersonal, communication, analytical skills
  • 4+years of experience in IT project management and status reporting
  • Capacity of building strong working relationships with internal IT & business managers, and must be a team player
  • Ability to develop effective business relationships and build consensus
  • Strong capability in problem determination and problem solving
  • Strong communications skills in both written and spoken English
  • Good command of spoken and Cantonese and Putonghua
  • Good knowledge of gambling or gaming industry
  • Proficiency in using business analysis tools, requirement repository tools other project delivery tools such as Jira, Confluence, Serena
  • Knowledge of UML, in particular Use Case is essential
  • CBAP or equivalent certification would be an advantage
  • Agile Certification an advantage (preferably as a Product Owner)
  • Proficiency in Microsoft Office, i.e. Word and Excel
