Job Description

  • The Technical PMO Manager position will be responsible for managing all aspects of project and portfolio governance for the Infrastructure and Operations projects, providing leadership, strategic direction, coordination and management of the PMO processes and resources across Asia Pacific.
  • The role will be the primary focal point of contact to ensure all projects related to the Infrastructure and Operations domain are well managed, internally and externally, according to applicable CHANEL project management framework & methodology, which also covers business case and feasibility studies, security guidelines and policies, RFP & bidding processes, reporting, risk management, budget and financial governance, and vendor management.
  • This person will also be responsible for preparing and reviewing comprehensive project plans, managing project milestones and deadlines, as well as for ensuring consistent project execution and eyeing complex project dependencies without neglecting full compliance of the relevant quality standard as defined by the HOUSE.
  • This role will also be accountable for managing the overall Infrastructure and Operations IT project portfolio to secure an effective delivery of overall Infrastructure & Operations portfolio deliverables in alignment with committed IT budget plan and domain roadmap.
  • Manage all aspects of project governance within the Infrastructure & Operation domain, including but not limited to business case & RFP assessment, preparation and approval; financial and resource utilization planning and tracking; project status reporting as well as internal control reviews/relevant audit exercises.
  • Ownership of the infrastructure project delivery approach, its implementation, establishment and iteration
  • Coordinate infrastructure projects across the regional and global IT community, working with the business representatives, resource management and processing teams strategic direction
  • Responsible for overall PMO setup, providing visibility of project execution through preparation of various reporting/dashboards, and organizing periodic project meetings and manage communications to the global and regional CIO Office, market project teams, and relevant IT and business stakeholders.
  • Manage all aspects of project finances, including capital expenditure request approval and budget preparation and validation.
  • Analyze and study of project and financial data/KPIs for issue identification and continuous improvement.
  • Maintain and strengthen overall project management competency of the domain.
  • Coordinate internal resources and third parties/vendors for the flawless execution of projects.
  • Ensure and deliver all Infrastructure and Operations projects on time, within scope and within budget.
  • Developing project scopes and objectives, document project specifications, involving all relevant stakeholders and ensuring technical feasibility.
  • Ensure resource availability and allocation.
  • Develop and track project plans according to Infrastructure & Operations domain portfolio and roadmap.
  • Use appropriate verification techniques to manage changes in project scope, schedule and costs.
  • Measure project performance using appropriate systems, tools and techniques
  • Perform risk management to minimize project risks with escalation to management as required.
  • Identify opportunities whenever is appropriate to improve project processes.
  • Create and arrange suitable handover and training for Infrastructure & Operations teams when build is complete.
  • Thought leader with a view to creating a viable PMO service and supporting pragmatic delivery of projects
  • Defines, manages to, and reports KPIs to Executive Team
  • Collate qualitative and quantitative information on project performance for the preparation and production of project reports for internal management purposes
  • Creates and maintains tools, templates, best practice, and process methodology documentation
  • Crisis management and project mitigation, ensuring a clear and consistent approach is in place to manage risk with alignment to the finance and business priorities
  • Manages the PMO resources and provides coaching and mentoring to effectively implement the Project Delivery Approach
  • Manage the day-to-day activities of the PMO function
  • Manage the technical PMO team and provides performance feedback and goal-setting; conducts annual performance assessments and skill development and training
  • Manage the administration for project submissions and approvals through the agreed prioritization and approval process, maintaining a pipeline of approved projects
  • Work closely with peer teams (as well as internal and external project partners where appropriate) to devise, develop and deliver appropriate and proportionate systems to evaluate key activities at a project level
  • Provide advice and support to project partners on how project evidence and information has to be presented and reported
  • Ensure that information recorded in both electronic and hard copy meets with internal and external audit standards

Job Requirements
  • Bachelor degree in Computer Science, Information Technology or related disciplines
  • At least 15+ years working experience in IT, with hands on experience in project management and project delivery for infrastructure and/or application related projects, covering a broad spectrum of technology and the mastery of concepts, principles and practices, gained through empirical knowledge of a highly specialized and complex industry
  • A minimum of 8 years’ experience working in a PMO office at a significant senior level.
  • Strong knowledge of project management methodologies, tools, and project development lifecycles.
  • Familiar with both waterfall and agile project management.
  • Prince 2, PMP, Agile or Lean Six Sigma
  • CCNA & MCP are preferred
  • Working experience in MNC is a must, within retail industry is highly preferred and understanding of luxury goods has a distinct advantage
  • A proven track record of implementing large scale and complex IT infrastructure projects including WAN, LAN, data center, IP telephony, contact center, collaboration services, security are preferred
  • Team management experience with the ability to manage and motivate virtual or matrix project teams
  • Experience of being a business partner and managing well those relationships as a leader
  • Previous experience of providing input to detail organizational business and budget planning
  • Previous experience of prioritization matrices and working with a matrix team to determine appropriate project prioritization
  • A good track record in managing and controlling project budgets
  • Expert level knowledge in Project Governance and Project Finance.
  • Strong technical and market knowledge of current technologies, protocols and standards for networking, telephony, security, virtualization, DBMS, Active Directory, Internet, collaboration tools and operating systems.
  • Strong project management capabilities to manage multiple project streams and its complexity; propensity for thinking through projects in a process-oriented way is required.
