Term Internal Auditor
(Monthly Salary: HK$46,560 to HK$67,500, plus 15% contract-end gratuity)

Designated Projects: a Term Internal Auditor will be assigned to conduct audit assignments independently.

Main Duties
(1) Develop Annual Internal Audit Plan;
(2) Develop audit programmes for the relevant audit assignments;
(3) Review the efficiency and effectiveness of the operation and controls of the business units and identify any improvement opportunities;
(4) Design, review and perform detailed audit tests to ensure the established policies and control procedures are complied with; 
(5) Prepare audit reports to senior management;
(6) Exercise close monitoring and ensure quality deliverables in respect of assignments outsourced to external auditors;
(7) Conduct follow-ups on audit recommendations to ensure proper implementation; and
(8) Perform any other related duties as required.

Entry Requirements
Candidates should -
(a) (i) have a Hong Kong Bachelor Degree in Accountancy or equivalent; and with at least 8 years’ relevant post qualification experience; or
(ii) be a Member of the Hong Kong Institute of Certified Public Accountants (HKICPA) or equivalent professional bodies; and with at least 7 years’ relevant post qualification experience; AND

(b) have at least 3 years solid experience in internal auditing; AND

(c) obtain Level 2 (“Grade E" before 2007) or above in Chinese Language and English Language (“Syllabus B" before 2007) in the Hong Kong Diploma of Secondary Education Examination (HKDSEE) or Hong Kong Certificate of Education Examination (HKCEE), or equivalent.

Note : 1) All qualifications and working experience required should be obtained on or before the closing date for application.
2) Relevant working experience in public sector organisations will be an advantage. 

Terms of Appointment
Successful candidates will be appointed on Housing Authority temporary terms with an agreement of a 1-year contract to a designated assignment(s). Further renewal of agreement may be offered subject to satisfactory performance and conduct of the candidate, and the operational needs. The entry pay, terms of appointment and conditions of service to be offered are subject to the provision prevailing at the time the offer of appointment is made. 

Higher salary may be offered to candidates with relevant post-qualification experience in the respective field in excess of the stipulated minimum requirement. 

Fringe Benefits
A contract-end gratuity may be granted upon satisfactory completion of the 1-year contract with consistently high standard of performance and conduct. Such gratuity, plus any contribution made by the Housing Authority to a Mandatory Provident Fund (MPF) Scheme in respect of the appointee as required by the MPF Schemes Ordinance, will equal to 15% of the total basic salary drawn during the contract period. Rest days, statutory holidays (or substituted holidays), annual leave, sick leave, sickness allowance, maternity leave and employees’ compensation, where appropriate, will be granted in line with the provisions of the Minimum Wage Ordinance, the Employment Ordinance and the Employees’ Compensation Ordinance.
